JOB SUMMARY:
Responsible for establishing a variance in the perception of regulators and elected officials of COMPANY missions and values as contrasted with the HMO industry today by forming alliances and coalitions with community-based organizations, local, state and federal officials and industry groups. Responsible for promoting sound public policy that is in concert with COMPANY mission and values. Serve as the lead business owner for the  rate setting process with your state regulators.


PRIMARY RESPONSIBILITIES:
1. Coordinate company-wide responses to national and state legislation or anticipated legislative initiatives. 

2. Establish and implement proactive strategies to bring new products or extensions of current products to market.

3. Own relationships with state regulators, legislators and key stakeholders that will have impact on COMPANY business or the managed care industry.

4. Establish and implement proactive strategies to promote COMPANY legislative agenda including hiring contract lobbyists, PR firms, building coalitions necessary to pass legislation, rules or change in policy that are in concert with the internal agenda.

5. Serve as a member of the leadership executive team in your  state. This requires participation in leadership decisions and providing advice and counsel regarding the government relations impact that such decisions on the operations side, for example, may have on the larger business.

6. Establish local relationships with elected officials and regulators that will support membership growth, reinforce our market position mission, values and call to action.

7. Create a company presence in both political parties for any election.

8. Represent COMPANY when performing lobbyist activities.

9. Continually monitor market databases and product review to analyze select opportunities.

10. Other duties as assigned or requested.

EDUCATION AND EXPERIENCE:

5 + years experience in government relations, marketing, public relations or related field.
Previous HMO/managed care industry experience.

• Excellent writing, communications, presentation, interpersonal, problem-solving, analytical and organizational skills.
• Excellent understanding of word processing, graphics and spreadsheet applications.
• Strong knowledge of managed care operations.
• Familiarity with state managed care regulatory environment.
• In-depth knowledge of the Medicaid business, including products and regulatory issues.
• Understanding and knowledge of the health care industry, specifically as it relates to contemporary and future trends in the delivery and financing of health care services in the public sector managed care environment.
